Born and raised in China, Andy came to the US for graduate study in 1994. After years of service in non-profit organizations and government-appointed positions, Andy was elected as Contra Costa Community College District Governing Board in 2018 and was elected as board president in 2021. In 2019, he was awarded API of the year by California state assembly member Rebecca Bauer-Kahan.
 
Besides being an elected official, Andy currently serves as the president of API Coalition and the president of CLUSA, a board member of the Leadership San Ramon Valley Program, a board member of Discovery Counseling Center, and a steering committee member of San Ramon Valley Diversity Coalition. Andy is also a long-time Rotary member.
